The term narco is usually used for government agents going against drug dealers or users.

Don’t confuse victims and terrorists.

Narcotics don’t terrorise people. They are sometimes used to finance terrorism, but generally they aren’t forced on anyone against their will and thus can’t be used as acts of terrorism.
