They “kidnap” civilians (among also many military members) in an attempt to do prisoner exchanges in response to a much more large-scale strategy of the same employed by “Israel”. Unlike “Israel” they are working with few resources and very little intelligence data, so it’s not surprising their actions aren’t always surgically precise (whereas “Israel”, of course, constantly target civilians deliberately).

You’re not only assuming that they could have predicted the exact course of events (including the scale of their success in Al-Aqsa flood and the scale of the “Israeli” response), but softly absolving the actual perpetrators of much of the blame.
