That’s fair, I’m not really giving these conversations a lot of effort because Lemmings tend to be needlessly contrarian and pick apart every little thing you say.
Teaching a dog not to jump up at people is one of the hardest behaviors to get rid of, as most guests/passerbys reward that behavior with pets and you have to tell everyone to stop doing that before your dog learns. Very few healthy and happy dogs attack people unprovoked. It is a different story however if they or their human is harassed by an asshole cop.

If you’re asking why I’d bring up uncontrolled dogs in relation to an article about police shooting dogs, you’re just looking to pick a fight.
You didn’t mention biting dogs, you mentioned affectionate dogs jumping at people.
Sorry, I assumed you could infer that uncontrolled dogs may exhibit more than one unwanted behavior.
All dogs are biting dogs. Most fatalities are from dogs with high bite strength, but most dog bites are Retrievers like Labradors and Goldens.
stop being lazy, no reason to expect readers to infer your points when you are conflating excitable with aggressive
and dog bite statistics are meaningless without context, both those breeds are easily top 10 most common
so post some methodologies please
