Many folks have pointed out how this will not work - the people who secure them, who fly the helicopters and jets, who make the food and carry the guns - they’re human beings too, and at the very last minute, they will act in their own best interests. So that seat on a jet for Bill Gates might just end up being filled by the pilot’s wife instead.
