The Disengage rule is not meant to allow the last word in. If you want to force a disengage, just reply with a simple “disengage” and optionally with some neutral text on why if you feel like it. If people disregard the rule then, you’re welcome to report.
Disengage hasn’t ever worked a single time for me.

I have used it that way, not had luck.
