The Disengage rule is not meant to allow the last word in. If you want to force a disengage, just reply with a simple “disengage” and optionally with some neutral text on why if you feel like it. If people disregard the rule then, you’re welcome to report.
In game AI can be pretty sophisticated even without the addition of neural nets which could be OK with determining strategy based on player action, but really isn’t going to be good for the entire control.
Given that it has been the weak point in almost all 4x games in the past 30 years, I’d be happy if they give anything novel a try

It’s away of pulling the ladder behind them. Openai didn’t have to pay this, until they got big enough to have the money for it.
