That’s not their budget, that’s how much money they’re worth on the stock market, in theory. The actual money Valve has to spend on VR (which pretty much means throw away, mind you) is a lot less.
At any rate they already said they’re not developing any accompanying title for the Frame.
As an aside, meta is spending way more then valve’s entire net worth on their reality labs every year.
