• Pay by mile driven each year during registration, based on an average estimate during year 1.
• Next year, deduct fee if you didn’t drive as much, or add if you actually drove more.
• Weighted multiplier based on price of car (like they do for title registration).
• Do away with fuel taxes. Fair is fair.

Or you could just tack on a lump EV-only tax to discourage electric adoption.
