Look at the actual video that Tom’s is pulling data from. There is clearly a bug with the tdp limiting in Linux which is using far more power and thus higher clock speeds.
The only valid results are 13w vs 13w. The “17w” is actually 16w windows vs 20w+ Linux and “35w” is actually 25w vs 35w.
Even if it were a fair comparison, 32% is still cherry picked. It’s the best result, versus the average result of +6–7% (sorry, that was the fps increase) +13–14%. 🤷♂️

The increase in framerate varies from game to game. Hogwarts Legacy and Kingdom Come Deliverance run better on Linux.
